Appropriate Water Technology for "Tanker Villages" and Hilltop Villages of Thana District, Maharashtra, India

By Dr. Costantino Faillace

Introduction

The definition of “tanker villages” applies to those water scarcity villages supplied by
water tankers during the dry season (March-May). These villages are a heavy yearly
burden on the government budget as it has been expressed by many politicians during the
election campaign in February, 1998. On that occasion, the proposal to finally solve the
problem of the tanker villages came from different sides of the political spectrum, and it
seemed that one of the main goals of the newly elected government was to finally make
India free from tanker villages! This is an excellent idea, but how to implement it!? What
kind of economical and sustainable simple technology would be considered? No specific
technical suggestions, so far as I know, were advanced at that time. This paper is an
attempt to contribute with some ideas to solve the problems related to water scarcity
villages located in hilly areas, with special reference to the northern talukas of Thana
District, well known to the author, who, since many years, is involved in the drilling of
boreholes for Adivasi villages in that district.
