The paper was presented at the World Philosophers Meet on 24-30 November , 1996 at Pune, Maharashtra, India.

Abstract

The paper begins by clarifying the concept of appropriate technology, (AT), which in the past was underestimated. The merging in a holistic approach of technology appropriate to the local conditions, people and the environment will assure the sustainablity of development programs. Such sustainablity specially will be assured if there will be an active participation of the beneficiaries in all phases of the program.

NGOs are becoming more prominent in implementing AT programs. The paper lists the common roles of NGOs and their characteristics. It also analyses problems preventing successful development. Development alternatives and its main aspects , which include participation, culture , ecology and technology , are also emphasized.

Co-ordinated development and project financing are analysed and defined in their relevance for implementing a successful AT program. Special attention is given to AT networks in order to produce a synergistic effect which help in resource mobilization, exchanging experience and technology transfer from north to south as well as from south to south.

Looking forward, the paper discusses the new role of both NGOs and AT and how an ideal new world order, with industrialized countries in partnership with developing countries, might unfold.
