PROPOSAL FOR A NEW APPROACH TO RURAL VILLAGE WATER

PROGRAM IN MAHARASHTRA BY APPROPRIATE TECHNOLOGY

Introduction

This short note on some aspects of the rural water program in Maharashtra does not derive from an in-depth evaluation of the water resources development and management of the State, it reflects observations and experiences gained by the author during the past seven years in the districts of Pune and Thana where he has been sponsoring borehole drilling for tribal people. The contacts with NGOs involved in water development programs and the frequent visits to the offices of the Groundwater Survey and Development Agency (GSDA), as well as to various Panchayat Samiti offices, helped to gain an overall picture of the problems related to the maintenance of the water systems and hand-pumps in rural villages of the above mentioned districts. Similar problems, however, may be present in the other districts of Maharashtra.
